Remember 関西, the Kansai region of Japan? Well, they have their own dialect — the Kansai dialect.
関西弁 can actually refer to any number of local dialects from the Kansai region. There are lots of them (Osaka, Kyoto, and Nara dialects to name a few), all with little differences in pronunciation and vocabulary that separate them from the standard Japanese you'd hear in Tokyo.
This reading just combines the vocab 関西 with the kanji reading for 弁.
