What's the city of flat soil? Pyongyang in North Korea. Which is pretty misleading, it's got more than a bunch of flat dirt, but back in the old days before the illustrious Kim Jong line built it up, that's all that was there.
The standard reading for this word is actually just the Japanese approximation of the Korean pronunciation: ぴょんやん. So if you can remember the meaning, the reading is pretty easy too.
Note that it can also also be read using the on'yomi kanji readings as へいじょう, but this pronunciation sounds a bit old-fashioned and isn't very common in modern Japanese.
