The north sea road is the road you take to get to the northern sea. This is the big northern island of Japan, actually, and it's called Hokkaido. It's a very nice place, so be sure to visit for some of the freshest seafood around.
This is a jukugo word that uses the on'yomi readings of the kanji. You should be able to read this on your own. The ほく does get shortened though, so be careful!
