If you ride your scooter while wearing horns in a barracks, you're going to get stuck and have to reverse out of there in the opposite direction.

After you reverse in the opposite direction, you find a bunch of Gak (ぎゃく) covering your scooter wheels. The soldiers must have booby-trapped their barracks with Gak. You're able to reverse out of the barracks, but the Gak has gunked up your wheels so bad that they only go in reverse now. Weird… Guess you'll be going in reverse forever.
