If you're far away from something when you consider it, you can exercise restraint. Think about it: if there's a donut right in front of you, it'll be hard to exercise restraint and you'll end up eating it. But if you consider it from far away, holding back is easy.
This is a jukugo word that uses the on'yomi readings of the kanji. You've learned them both already, so you should be able to read this on your own.
