People are standing and forming a sect for you because of the splendid things you say and do. Your admirable conduct has brought them to their feet, and now they're worshipping you like some new age guru.
立派 is a slightly formal word used to say something or someone is impressive. For example, you might call someone who achieved something great a 立派な人, or describe an elegant, expensive-looking building as a 立派な建物. Even a fine, majestic mustache could be called a 立派なヒゲ!
This is a jukugo word, which usually means on'yomi readings from the kanji. If you know the readings of your kanji you'll know how to read this as well. The りつ shortens to りっ though, so keep an eye on that you splendid frood you. Oh and は changes to ぱ too. Because rendaku and all that.
