A chess piece institution is where you go to play chess... or, in Japan, it's not chess, it's a Go hall or a Go club (it's a very interesting game you should look it up!).
This is a jukugo word that uses the on'yomi readings of the kanji. You should be able to read this on your own.
毎週月曜日にこの棋院に来て、囲碁を練習しています。
