A folding fan's child is, for some reason, a folding fan. I'm guessing there are different sizes of folding fans, and this is the smaller more manageable kind you can carry around easily and make it smaller by folding it up, which is why it's the "child" version of the folding fan. Still a folding fan, though.
This is a jukugo word that uses the on'yomi readings of the kanji. You've seen the す reading for 子 before, but here's a mnemonic just in case:
Think about how you accidentally fanned some sweat droplets into a dude's face when you fanned yourself a little too hard with a folding fan, causing him to sue (す). Sued for a folding fan faux pas?! Americans really are litigious...
