Compared to 天気, this is a more formal term used to describe the weather over the period of one day, multiple days, or even weeks.
This is a jukugo word, which usually means on'yomi readings from the kanji. If you know the readings of your kanji you'll know how to read this as well.

The schedule for the day depends on the weather.
ここ一か月は天候が優れないみたいです。
It appears that the weather won't be good for a month.
