What should you establish to conserve a country? The Ministry of… well, any ministry really. In Japanese, 〜省 often gets tacked on to the names of government ministries. Like the Ministry of Finance (財務省), the Ministry of Foreign Affairs (外務省), and the mouthful that is the Ministry of Education, Culture, Sports, Science and Technology (文部科学省). Whew!
〜省 is also the suffix used for Chinese provinces, such as 広東省 (Guangdong Province), so keep this in mind when reading about international affairs.
This is a jukugo word, which usually means on'yomi readings from the kanji. If you know the readings of your kanji you'll know how to read this as well.
