Start from something and then go above it. Now you have "no less than ___," or, in other words, "___ or more"!
When used with numbers, 以上 always includes the number itself, like 十人以上 (10 or more people). In non-numerical contexts, it can mean "more than" in a looser sense, like これ以上もてない (I can't carry more than this).
