This radical looks like some sort of spirit. It faces to the left with a big hood over its head, and creepy arms slanting downward at the sides. Can you picture it?
If not, just think of this as the katakana character for "ne." Ne for necromancer, bringing back spirits from the grave! OooooOOoooOoo!
