This is the broom radical, because the top part looks like a sideways hand broom and the bottom part looks like a dustpan.
Alternatively, you can remember this one with its components: Wolverine wipes his forehead with a towel every time he picks up a broom, because sweeping gets him sweaty fast. Poor guy can fight supervillains all day, but give him a broom and he's instantly exhausted.
