Throw a cape over a creeper, and suddenly they think they're a big-shot director. They go around calling themselves managing director of this, director-general of that. They creep into meetings and ceremonies and try to direct the proceedings, all because of that stupid cape.

After this creeper dons the cape, they decide to become Director of Sheep (し). From now on all sheep-related business, government policy, and law will be determined by this creeper in a cape, because they are the Director of Sheep.
