A leader who takes the middle of the road on every issue is likely to have an average relationship with everyone. He doesn't really take sides in matters, and just stays in the middle. This makes him seem like a wishy-washy people-pleaser, and as such he's only able to maintain average, mid-tier relationships.

Imagine a flip-flopping politician you have an average relationship with. Now imagine that there's a knocker (なか) on their forehead and you get to knock that knocker as hard as you like. Maybe you can knock some integrity into them and form a better relationship.
